An RHS Plan provides tax-free reimbursement of qualified health care expenses incurred by the employee, employee’s spouse, and/or legal dependent(s). 

Who administers my RHS Account?
Our RHS plan is currently administered by Aviben.

How is the RHS Funded?
The RHS Plan is employer-funded, and voluntary employee contributions are not permitted. The employer contribution amount is determined through collective bargaining agreements or as approved by City Management for non-represented positions.

When can I use this account for reimbursement of my qualified health insurance and/or out-of-pocket expenses?
You will become benefit-eligible upon separation of employment. Please note: If you separate employment and have less than $1,000 in your RHS account, contributions will be paid out to you in a taxable cash payment.

Setting up Your RHS Account

Below are the instructions on how to set up your username, password and beneficiary to your RHS account:

To create your username and password:

  1. Visit the Aviben Website - https://aviben.com
  2. Select "HRA" (health reimbursement arrangement) from the Services drop-down menu.
  3. Click on the "Account Access" box in the middle of the page.
  4. Select Participant Login – HRA investment Portal
  5. Username - Your full Social Security Number (no spaces or dashes)
  6. Password - Last 4 digits of your Social Security Number
  7. Third box - Select "Participant"
  8. Once you sign in, follow the instructions on the screen to change your password. If you have any issues with your login, please contact Aviben at (888) 507-6053

Assign a beneficiary to your account:

  1. On your account homepage, click on this symbol retirement-rhs-summ_clip_image001 on the top right side of the screen in the tool bar. A drop down box will appear.
  2. Click Beneficiaries - Remember beneficiaries for the RHS account must be a spouse and or legal dependents under IRC 152 and IRC 105(b). Enter the beneficiary information and all mandatory fields.
  3. You can review, add, update or delete your beneficiaries as necessary.
  4. Click Save - a green banner will show at the top indicating that your beneficiary data has been saved.
